Solicitor General Menardo Guevarra on Thursday, January 25, said there would be no legal obstacle regarding the execution of the four million donated plastic cards to the Land Transportation Office (LTO).
“As long nagko-comply sila sa proper requirements and procedures like may reporting, accounting, walang legal obstacle sa execution nung donation,” Guevarra told DZRH in an interview.
LTO earlier sought for the Office of the Solicitor General’s (OSG) legal opinion regarding a private medical group’s P160-million worth donation.
“Humingi ng legal opinion ang LTO sa amin on several issues kasi sila ang nag-identify kung ano yung issue. Pero yung deed of donation, gawa na yun. Napirmahan na noong ipakita sa amin kaya ang ginawa namin, sinagot na lang namin directly yung mga katanungan nila,” he added.
Guevarra said they included a precautionary statement to LTO, stating that no exchange should be made between them.
“Nagbigay kami ng kaunting precautionary statement sa LTO na kailangan ito ay walang exchange attached. Yung magpo-provide ng donation ay group ng medical clinics and doctors na nag-i-issue ng medical certificates sa mga nag-a-apply ng driver license,” he said.
“Make sure lang na yung kanilang transactions with LTO, more particularly sa accreditation, ay hindi makukulayan. Apply rules and accreditation uniformly, partially, and fairly. Walang preferential treatment,” he continued.
The solicitor general underscored the importance of plastic cards, especially as the land transportation agency rang the alarm regarding the dwindling supply of driver’s license plastic cards.
“Kailangan kasi talaga natin ng plastic cards, Malaking bagay yung 4 million na maipo-provide nila. Alam naman natin na nagkaroon ng legal issue sa procurement,” he said.
LTO canceled the four million plastic card donation from a private medical group following pending guidelines.
