Starting May 2, a single ticketing system will be implemented in Metro Manila for erring drivers with traffic violations.

This was announced by the Metropolitan Manila Development Authority (MMDA) and the local government units (LGUs) on Thursday following a signed memorandum of agreement (MOA) and data-sharing agreement with the Land Transportation Office (LTO).

Last February, the Metro Manila Council (MMC) formally approved MMDA Resolution 23-02 which proposed the enforcement of a single ticketing system in NCR. The agency then released a matrix that contains the list of traffic violations with their corresponding standardized fines and penalties.

“After Labor Day, we will roll out the unified ticketing system in Metro Manila,” San Juan City Mayor Francis Zamora, who sits as concurrent president of the MMC, said at a press briefing.

Other mayors who signed the agreement were Joy Belmonte of Quezon City, Eric Olivarez of Parañaque, Honey Lacuna of Manila, Ruffy Biazon of Muntinlupa, Wes Gatchalian of Valenzuela, Emi Calixto-Rubiano of Pasay, Jeannie Sandoval of Malabon, Along Malapitan of Caloocan, John Rey Tiangco of Navotas and Miguel Ponce III of Pateros.

The code provides for a “system of interconnectivity” among government agencies involved in traffic management in the capital region.

According to the MMDA, the code also gives standardized fines and penalties for common violations like disregarding traffic signs and the coding system, as well as illegal parking. The system also aims to “harmonize” national and local laws on traffic enforcement.

Among the common traffic violations under the single ticketing system are illegal parking, overloading, defective motor vehicle accessories, dress code, obstruction and disregarding traffic signs, number coding as well as truck and tricycle bans.

Traffic enforcers in Metro Manila can apprehend motorists caught violating traffic laws, with fines ranging from P500 up to P10,000 depending on the frequency of the offense.

The implementation will begin with a pilot test involving seven LGUs – San Juan, Muntinlupa, Quezon City, Valenzuela, Parañaque, Manila, and Caloocan.
