The Department of the Interior and Local Government (DILG) condemned efforts to undermine the government and the Philippine National Police (PNP) through the circulation of a manipulated video claiming the removal of mandatory drug and neuropsychological testing for active police personnel.
Earlier, a post on X (formerly Twitter) featured a spliced video with the caption, “Malaya at Legal na gumamit ng Droga ang PNP at AFP only in the Philippines sa Bagong Pilipinas ni Marcos Jr.”
In an official statement on February 1, DILG Secretary Jonvic Remulla stated that the video was deliberately edited to mislead viewers into thinking that police and military personnel are now exempt from the mandatory drug and psychological tests.
"The caption is downright malicious and discredits not only the police organization but also the Office of the President," Remulla said.
"Let me emphasize that the exemption granted to PNP personnel only applies exclusively for their application for a new or renewal of license to own and possess firearms," he added.
Remulla further clarified that the supposed exemption is based on the regular and thorough drug and neuropsychological tests that PNP officers already undergo as part of their service, including annual screenings and mandatory testing during specialized courses and training.
He added that, given the comprehensive evaluations and strict monitoring officers undergo, requiring additional drug tests would be redundant and counterproductive. It would hinder the PNP’s efforts to streamline processes, enhance operational efficiency, and reduce unnecessary burdens.
The DILG stated that it will not tolerate individuals or groups attempting to tarnish the reputation and integrity of the PNP and the government.
Furthermore, the agency urged the public to use social media responsibly and ensure that their content remains truthful and accurate.
