The shear line and the northeast monsoon or amihan will bring rains to Luzon, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported on Thursday, Nov. 23.
According to the weather bureau's 4 a.m. bulletin, Palawan, Quezon and Bicol Region will experience cloudy skies with scattered rainshowers and thunderstorms caused by shear line.
Batanes, Cagayan, Isabela, and Apayao will have cloudy skies with light rains due to the northeast monsoon.
Metro Manila and the rest of Luzon will experience partly cloudy to cloudy skies with isolated light rains also due to the northeast monsoon.
Meanwhile, the rest of the country will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms caused by the localized thunderstorms.
For wind and coastal water conditions, Luzon will have moderate to strong winds moving in a northwest direction, while coastal waters will be moderate to rough.
Visayas and Mindanao will have light to moderate winds moving in an east to northeast direction, while coastal waters will be slight to moderate.
