The Senate Committee investigating illegal Philippine Offshore Gaming Operators (POGO) in the country, chaired by Senator Risa Hontiveros, presented a recorded online interview with Wang Fu Gui, a foreign individual featured in a documentary that identified Alice Guo, also known as Guo Hua Ping, as a Chinese spy.
"Bago tayo bumalik sa Executive session, colleagues at lalo na Ms. Guo Hua Ping, gusto ko panoorin ninyo ang video na ito," Hontiveros said.
"Itong si Wang Fu Gui, nakasama niya si She Zhijiang sa kulungan sa Thailand kung saan siya nag-serve ng time para sa credit card fraud pero eventually acquitted," she added.
In the recorded Zoom interview, Wang Fu Gui introduced himself as the former cellmate of She Zhijiang. She recently admitted in a video documentary that he was a Chinese spy.
Wang then added that they were good friends who trusted each other, and after his release from prison, She entrusted him with handling some of his declassified files.
"It should be accurate to say that he gave me access to some of the top-secret documents, and I am only one of the custodians of these documents," said Wang.
"Still, the opening of every one of them is only valid if it is authorized by Mr. She’s own decryption passphrase," he added.
According to Wang, the content of the declassified files in She’s possession is extensive, and he has only declassified a portion with She’s authorization.
Wang reaffirmed earlier claims that the dismissed mayor of Bamban, Tarlac, Guo, is indeed a Chinese spy.
"She was a spy, but not a special one," Wang claimed.
Wang stated that a copy of Guo's state security background happened to be included in She Zhijiang's files, and he noted the striking similarities between their situations.
Furthermore, Wang noted that state security conducts thorough background checks on all recruited field agents. He also mentioned that special hacking teams and various organizations gather overseas information, including personal secrets, which state security uses to control agents abroad.
"For example, Guo Hua Ping’s fake Filipino identity is such a secret and weakness that she can only listen to state security. Mr. She’s experience is similar," Wang stated.
What information could be Alice Guo has been passing to the Chinese Government?
Wang stated that special agents recruited by China's state security include spies responsible for gathering intelligence.
However, he clarified that there are also individuals who work for the political and economic interests of the Chinese government, including officials and businessmen in various countries.
How the POGO and scamming businesses are related to the espionage operations?
Wang noted that there is indeed a correlation between scamming operations and spying activities, explaining that this connection is closely linked to the Chinese government’s extensive intelligence efforts.
"There’s also the fact that all of this is totally connected to the Belt and Road, which is also just a part of a huge united front and intelligence strategic plan for the whole world, including foreign colonization tactics," said Wang.
When asked if there are other Chinese spies in the Philippines, Wang responded that there are people from all countries and they are not all Chinese.
Alleged handler of She Zhijiang, Ma Dongli
Regarding Ma Dongli, who is alleged to be a member of the Communist Party of China (CPC), Wang confirmed that Ma is a contact for She within state security.
"He is the second generation of the reds, he has an American identity, he is also the Vice-President of the Thai Chinese Association," said Wang.
"He was the third highest ranking member of the Yatai," he added.
Wang further mentioned that before She was entrapped, there is a high probability that Ma is also Guo Hua Ping’s handler.
Furthemore, Guo's campaign was allegedly aranged by Chinese State Security.
Getting in touch with She Zhijiang
According to Wang, She is now reportedly facing severe repercussions from the Chinese government due to his revelation of the espionage case involving Guo.
"And due to the sensitivity of the matter, Mr. She Zhijiang has been placed under strict surveillance in Thai prisons, and his contact with the outside world has been restricted," Wang stated.
Moreover, Wang indicated that She is grateful to the Philippines and believes he has not harmed the Filipino people. He is also willing to cooperate with the Philippine government.
Wang reportedly relocated to an undisclosed location following the release of the documentary. He stated that this move was necessary, as one cannot underestimate the capabilities of China's state security to operate abroad.
Hontiveros then reiterated her hope that the Senate will have the opportunity to speak with She, requesting the assistance of the Department of Foreign Affairs (DFA) to facilitate this meeting.
