Senate oks bill to provide financial literacy training for OFWs

A measure that seeks to provide financial literacy education for overseas Filipino workers (OFWs) has been approved on second reading in the Senate, according to Senator Raffy Tulfo, chair of the Senate Committee on Migrant Workers.

The proposal, Senate Bill No. 1910, or the “Free OFW Financial Literacy Education Act,” aims to equip OFWs and their families with knowledge on saving, investing, and managing finances. Tulfo, the author and sponsor of the bill, said no OFW should return to the Philippines without savings after years or even decades of working abroad.

Under the measure, all OFWs—both land-based and sea-based—as well as their families and dependents will be covered by the program. Tulfo noted that many migrant workers unfortunately come home financially struggling despite long years of employment overseas.

The bill proposes mandatory and continuous financial education seminars for OFWs, which will be integrated into the Pre-Departure Orientation Seminar (PDOS) for workers preparing to leave the country.

The training will also include lessons on saving, investing, and growing their hard-earned income abroad. Tulfo thanked fellow senators for supporting the measure, emphasizing that it will benefit the country’s migrant workers, often referred to as the nation’s “modern-day heroes.”
