

Senate President Chiz Escudero has signed subpoenas compelling former Bulacan First District Engineering Office head Brice Hernandez and Pacifico Discaya II of Alpha and Omega General Contractor and Development Corporation to appear before the Senate Blue Ribbon Committee hearing on Monday, September 8.
The two are required to testify in connection with the ongoing probe into alleged irregularities in flood control projects of the Department of Public Works and Highways (DPWH).
The Blue Ribbon panel is currently investigating reports of “non-existent” and “ghost” projects amounting to millions of pesos, amid testimonies that certifications were signed for projects without proper site inspection.
Hernandez’s name has been mentioned in previous hearings for allegedly frequenting casinos with other DPWH engineers, while Discaya has been linked to construction firms tagged in anomalous contracts together with his wife Sara Discaya.
Stated in the subpoena is that the two are required to attend the hearing and to testify under oath whatever link and knowledge they have to the issue.
