The Senate, House of Representatives, and two local government units have declared work suspensions, and work in various judicial courts were also suspended by the Supreme Court, on Wednesday, July 24, due to southwest monsoon rains exacerbated by typhoon Carina.
In an advisory released by the Senate, its President Francis "Chiz" Escudero suspended work due to persistently severe weather conditions, a "deep flood" at the Senate building's entrance, and a forecast of mild to intense rainfall over Metro Manila and surrounding areas. Senate sessions will resume on July 29, Monday, at 3 PM.

House of Representatives Secretary General Reginald Velasco also announced that the conduct of plenary sessions and committee hearings along with all other work are suspended in light of the National Disaster Risk Reduction and Management Council's (NDRRMC) weather report.

NDRRMC Executive Director and Office of the Civil Defense Undersecretary Ariel Nepomuceno recommended in a letter to the President that work in government offices, alongside classes, across the National Capital Region be suspended. Executive Secretary Lucas Bersamin proclaimed that the suspension was to take effect at 5 AM.
Outside Metro Manila, the Local Government Units (LGU) in Cainta and Batanes have also suspended government work.
Cainta, Rizal Mayor Elen Nieto made the Walang Pasok announcement at around 5:30 AM
Batanes Governor Marilou Cayco posted on Facebook that government work has been suspended in the province from July 24 to 25.
The Supreme Court also suspended work in all Metro Manila courts, and various courts outside the region, namely:

- All courts in the Tagaytay Hall of Justice
- Municipal Circuit Trial Court (MCTC) Silang, Cavite

- All courts headed by the Lipa City, Batangas RTC
- Calamba City, Laguna's Municipal Trial Court in Cities (MTCC)
- Dasmariñas City, Cavite's MTCC
- Gapan, Nueva Ecija's MTCC
- All courts headed by the Santa Cruz, Laguna RTC
- All courts headed by the Binangonan, Rizal RTC
- San Jose Del Monte, Bulacan's MTCC
- All courts in Trece Martires City, and Tanza, Cavite
- All courts headed by the Siniloan, Laguna RTC
- San Fernando City, La Union's MTCC, starting 3 PM
- San Pablo City, Laguna's MTCC, starting at 12 NN
