

Senator Imee Marcos has filed Proposed Senate Resolution No. 317, which calls for an inquiry into an alleged “money delivery scheme” reportedly involving businessman and former congressman Zaldy Co and 18 former military personnel.
Marcos said the resolution directs the appropriate Senate committee to conduct an investigation “at the earliest possible opportunity” following revelations made during a recent press conference. The former soldiers claimed they served as consultants of Co and were allegedly tasked with delivering suitcases of cash as part of their work.
Those allegedly named as recipients of the cash deliveries include President Ferdinand "Bongbong" Marcos Jr., former House Speaker Martin Romualdez, former Budget Secretary Amenah Pangandaman, former Public Works Secretary Manuel "Manny" Bonoan, and National Security Adviser Eduardo Año. The allegations also reportedly mention possible cooperation of certain officials with the International Criminal Court (ICC).
In her statement, Marcos expressed dismay over the claims and stressed the need for a “serious and comprehensive investigation” that could lead to charges if wrongdoing is proven. She urged the former military personnel to present their accusations under oath and submit evidence before the Senate, emphasizing that the issue should not devolve into “trial by publicity.”
Marcos said the inquiry aims to protect the integrity of the Senate and Congress, insisting that elected officials must be given due process while ensuring transparency and accountability. The resolution is expected to be referred to the appropriate committee for hearings, where affidavits and testimonies will be examined under oath.
