Businesswoman and contractor Sarah Discaya was arrested Thursday night after the National Bureau of Investigation (NBI) served warrants against her in connection with an alleged P96.5-million “ghost” flood control project in Davao Occidental.

According to the NBI, two arrest warrants were served against Discaya. One is for violation of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act, which carries a bail of P90,000, while the other is for malversation, a non-bailable offense, NBI spokesperson Atty. Palmer Mallari said.

Following her arrest, Discaya underwent booking procedures, including the reading of her Miranda rights and a mandatory medical examination. She was later brought to the NBI Detention Facility in Muntinlupa.

President Ferdinand “Bongbong” Marcos Jr. earlier announced in a video that Discaya and several others are facing graft and malversation charges related to the anomalous flood control project.

“Ang mga akusado ay nahaharap sa kasong graft at malversation...hindi po bailable ito,” Marcos said, adding that Discaya is now under NBI custody.

The president also said the warrant of arrest covers Discaya and nine other individuals. He further revealed that eight officials of the Department of Public Works and Highways (DPWH) have expressed their intent to surrender in connection with the case.

“Ito po ay patuloy naming gagawin at simula lang po ito at patuloy naming iimbestigahan at kakasuhan lahat po ng may kinalaman sa mga iskandalo na nakikita natin sa mga flood control project,” Marcos said.

The Office of the Ombudsman filed the criminal information before a regional trial court in Digos City on December 5, 2025. Authorities have yet to disclose the identities of the other accused and the timeline for the surrender of the DPWH officials.

Marcos earlier said more arrests could follow as the government moves to address alleged corruption involving non-existent and substandard infrastructure projects.
