Former House Speaker and Leyte 1st District Representative Ferdinand Martin G. Romualdez arrived at the office of the Independent Commission for Infrastructure (ICI) on Tuesday, marking his formal appearance before the body investigating alleged irregularities in the infrastructure budgeting process.

According to RH Jecelle Ricafort, Romualdez said he intends to share his knowledge and experience on the national budget process to aid the commission in uncovering the truth.

“Nagpapasalamat ako sa ICI sa imbitasyon. Ngayong araw na ito, I am ready to give my personal knowledge on the budget process and while not a member of the bicameral conference committee I will share any and all information to help determine the truth and to give all the facts and information. I will be here to help in any way, to speed up the resolution of the fact finding and investigation for the ICI,” Romualdez said.

Romualdez clarified that while he was not part of the Bicameral Conference Committee, which finalizes the General Appropriations Bill (GAB), he is willing to cooperate fully with the commission’s fact-finding and investigation efforts.

Meanwhile, as of writing, former Ako Bicol Representative Zaldy Co—who also received a subpoena from the ICI—remains a “no show” from the commission’s proceedings scheduled today.

ICI Executive Director Atty. Brian Hosaka earlier said that the commission would petition the Regional Trial Court (RTC) to cite Co in contempt if he continues to ignore the subpoena. If granted, this may trigger the issuance of an arrest warrant.

The ICI, chaired by retired Supreme Court Associate Justice Andres Reyes Jr., was created to look into alleged anomalies in infrastructure funding and project allocations under previous budget cycles.
