

The House Quad Committee will not be submitting the findings from their investigation to the International Criminal Court (ICC), the Committee Chairman and Surigao del Norte Rep. Robert Ace Barbers said.
According to the report by RH 12 Milky Rigonan, Barbers stated that the Quad Committee would not provide their recommendations from the investigation on the war on drugs during former President Rodrigo Duterte’s administration. The statement came in case the ICC would request additional documents and evidence from the Quad Comm’s probe.
Barbers mentioned the Philippines is no longer a member of the ICC, although the investigation had been ongoing since the onset of the war on drugs.
The Committee Chairman said the ICC may get additional information from their hearings online, as they are all recorded and can be accessed by the public.
Duterte appeared before the Quad Committee to face the mega panel on the issues of illegal drugs and extrajudicial killings. In one of the hearings, discussions on the implementation of the so-called “Davao Model” were unearthed. According to testimonies by former senator Leila De Lima and the former PSCO General Manager Royina Garma, this was used as the blueprint to implement the nationwide war on drugs.
This includes the reward system for policemen, which prompted the Oplan Tokhang, where Senator Ronald “Bato” Dela Rosa served as the Philippine National Police’s (PNP) Chief.
