Congresswoman Atty. Gerville Luistro justified the House of Representatives Committee on Good Government and Public Accountability’s inquiry on the Office of the Vice President’s (OVP) confidential funds on Wednesday, September 18.

During her manifestation, Luistro said that Vice President (VP) Sara Duterte’s refusal to take oath during the hearing is tantamount to her stand on the OVP’s budget hearing. According to Luistro, not being under oath cannot be used as evidence in any inquiry or proceeding.

“Public office is a public trust. When there is a question, we’re bound to answer; we’re bound to explain. As a matter of fact, no less than the Philippine Constitution provides: we are accountable to the Filipino people at all times,” Luistro stressed.

Earlier, VP Sara refused to take oath before the House panel, as she insisted that only witnesses should take their oath. The rebuttal was supported by former President and 2nd District Representative Gloria Macapagal Arroyo, citing that tier of protection differs between the accused and a witness.

However, Luistro affirmed that Congress is exercising the power to legislate; Adding that they are merely addressing the observation of the Representation and the members of the Committee on Appropriations about the irregularities in the OVP funds.

The irregularities she highlighted were seen in the disbursement of the OVP’s allocation of confidential and regular funds. Apart from the Congress’ observation, Luistro added that the funds came from the public’s money. Therefore, the government is held liable to provide the people with an explanation on the matter.

“We are now confronted by the issue on confidential funds, and I wish to emphasize. Ang confidential fund ay pera ng taong bayan, and we owe it to the people to explain kung paano ito ginastos, saan ito napunta, and to be specific, sinunod ba natin ang joint circular regulating the use of confidential fund?” Luistro stated.

She furthered how the Vice President’s refusal to take oath signifies the latter’s defiance to participate in the investigation or inquiry in aid of legislation. Before the Congresswoman’s manifestation, VP Sara Duterte claimed that the inquiry is aimed at discrediting her name and office to prevent future political contests.

The Vice President also insisted that there was no misuse of funds within their office.
