

Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Tuesday expressed strong disappointment after discovering the use of “super substandard” materials in a flood control project in Barangay Acao, Bauang, La Union.
During his surprise inspection, Dizon criticized the quality of construction, saying the structures looked like they were merely “patched up” and made to appear complete without real durability.
Joining him in the inspection was Baguio City Mayor Benjamin Magalong, who also serves as Special Adviser to the Independent Commission for Infrastructure (ICI).
The visit was part of President Ferdinand Marcos Jr.’s directive to continuously audit and monitor DPWH projects to ensure quality and accountability.
Dizon further revealed that the flood control project, which was already declared “completed” last March, was in fact still under construction. He stressed that such practices are unacceptable, especially since these projects are intended to protect communities from flooding.
The DPWH chief vowed to investigate those responsible and ensure that public funds are spent properly, warning contractors that cutting corners on government infrastructure projects will not be tolerated.
