The Commission on Appointment (CA) deferred the promotion of an army general due to his alleged abuse and neglect of his family.
In an interview with the media on Tuesday, March 12, Senate President Juan Miguel 'Migz' Zubiri confirmed that the CA decided to suspend Brig. Gen Ranulfo Sevilla's promotion after his wife, Tessa Luz Aura Reyes Sevilla, came forward before the panel to raise personal issues.
As per Zubiri, Tessa bared that her husband had been abusing her and was not giving sufficient money to sustain the needs of their children.
CA has asked Sevilla to present a legal letter promising that he would give appropriate allowance to his wife and children.
"We support women legislators in this commission who were asking na in writing ay gawin niya [Ranulfo] ang kaniyang tungkulin bilang isang ama sa kaniyang mga anak. I think the plan is to defer first the appointment until such time makita namin yung mga dokumento. Of course clearly signed with notarized affidavits to be submited to the AFP [Armed Forces of the Philippines] for compliance dito sa pagbibigay ng sustento sa kaniyang mga anak," he said.

In a chance interview, Tessa stressed that her husband does not "deserve" the promotion, considering what the latter did to them.
According to her, Ranulfo is only providing a ₱2,000 allowance and have been using money as "pawn".
"Kapag hindi niya nakita yung mga anak niya, tatanggalin niya yung sustento o babawasan niya kahit may court order, hindi pa rin niya ginagawa, he refuses. That kind of person na nang-o-opress ng tao lalo na ang mga kababaihan, ng nanay ng naging anak niya, ng mga inosenteng bata, hindi niya deserve ma-promote," Tessa shared.
She also mentioned that her husband is a womanizer who has been flexing his mistress on social media, adding that the latter is allowing other women to stay in their house.
Tessa underscored that demanding the right support for ther children does not make her "garapal" or brazenly greedy.
"No amount of sorry, no amount of money will make me back down. Nothing will make us back down. We deserve to be vindicated," she furthered.
