

The Philippine National Police (PNP) has issued a warning to vlogger Norman Mangusin, also known as “Francis Leo Marcos,” following the circulation of a photo online showing him allegedly wearing a police uniform, as reported by RH Edniel Parrosa.
PNP spokesperson PBGen. Randulf Tuaño said Mangusin may face possible charges for usurpation of authority and illegal use of uniforms or insignia if it is proven that he wore an official police uniform without authorization.
The PNP is investigating the authenticity of the image, which shows Mangusin in a ceremonial blue police uniform.
The same photo was posted last Monday by fellow vlogger friends on social media, with a claim that Police Regional Office 2 (PRO 2) Director Brig. Gen. Antonio Marallag Jr. had lent his uniform to Mangusin.
Mangusin, however, denied the allegation in a video posted on his social media account last Tuesday. He maintained that he never wore a police uniform and claimed that the circulating image had been edited.
The PNP said it is verifying the circumstances surrounding the photo and determining whether any police official may have been involved.
Under Philippine law, unauthorized use of police uniforms and insignia is punishable, as it may constitute usurpation of authority.
The investigation is ongoing.
