Bicol Saro Partylist Rep. Brian Raymund Yamsuan appealed that the Philippine National Police (PNP) continue education and retraining in their ranks amid reports of illegal arrests and other anomalies involving policemen.
In the hearing of the House Committee on Public Order and Safety on the proposal of the PNP, Yamsuan said that several officers were accused of conducting illegal drug buy-bust operations without sufficient knowledge of police operational procedures.
He added that in 2024, the budget proposal of the PNP for the education and training of their uniformed personnel is P1.26 billion, which is less than 15% compared to the P1.47 allocated for this year.
Yamsuan mentioned the report of the Department of Justice (DOJ), where 80% of the cases filed are simply dismissed in court due to a lack of evidence or technical issues.
He added that mistakes usually happen after the crime.
