The Philippine National Police (PNP) has formally announced requirement for individuals to seek permission from the station chief before accessing police blotters.
This directive comes after the recent arrest and subsequent three-day detention of radio reporter Joeriz Pajares from Radyo Natin FM-Iriga.
PBGen. Redrico Maranan, Chief of the PNP Public Information Office, explained that since the implementation of the 'Freedom of Information' policy, issues have arisen involving victims, suspects, or complainants when their cases are made public through the police blotter.
In response, the PNP has established a procedure to ensure that access to police blotters is controlled, with the approval of the station chief required before public access is granted.
"Sapgkat merong mga cases tayo dati na nakuha ng mga reporter ang detalye ng insidente doon sa blotter na nailathala. Ngayon, 'yung mga involved na tao, whether victims, suspect or complainant, ay nagkaroon ng isyu at tumakbo sa korte," he stated.
"Doon nabuo 'yung policy natin na dapat lahat ng impormasyon na ire-release ng PNP ay dapat may authority ng head of office," he added.
This situation prompted the PNP to establish a policy where access to information released by the PNP requires authorization from the head of the office.
In accordance with Memorandum Circular 37 Series of 2022, access to the police blotter is now restricted. Only police personnel, individuals with a genuine interest, or those with a court order are permitted to access the information.
The memorandum also emphasizes maintaining confidentiality and preventing information leakage for those granted access.
