

Former Department of Public Works and Highways (DPWH) Bulacan Assistant District Engineer Brice Hernandez presented a series of photographs before lawmakers on Tuesday, September 9, during a House Committee on Infrastructure hearing on alleged irregularities in flood control projects in Bulacan.
One photo, reportedly taken at the house of a friend, showed a group of current and former officials of the DPWH Bulacan 1st District Engineering Office.
A separate photograph placed Senator Jinggoy Estrada and District Engineer Alcantara together in one frame. “Sabi po nila hindi po sila magkakilala, baka naman po fan lang siya,” Hernandez remarked, questioning Estrada’s ties with local DPWH officials.
Hernandez also presented other images allegedly showing piles of cash that he claimed were portions of budget cuts from flood control projects. According to him, these funds were divided among several individuals involved.
He alleged further that Senator Estrada himself had a hand in negotiating commitments for budget allocations in flood control projects located in Hagonoy and Malolos, Bulacan.
In an online post via X, Sen. Jinggoy Estrada has debunked the claims made by ex-engr. Brice Hernandez and challenges him to take a lie detector test.
"I categorically and vehemently deny the claims made by Brice Hernandez. I challenge him. LET US TAKE A LIE DETECTOR TEST before the public para malaman ng lahat kung sino ang nagsasabi ng totoo," Sen. Jinggoy Estrada states.
