President Ferdinand Marcos Jr. on Wednesday signed the "Trabaho Para sa Bayan Act" into law, a measure to address the labor challenges of unemployment and underemployment in the country, providing sufficient and high-quality jobs for every Filipino.

In his speech, Marcos urged the relevant government agencies to draft the implementing rules and regulations (IRR) of the Trabaho Para sa Bayan Act so that laborers benefit immediately, saying that the enactment is timely to address issues in the labor sector.

Examples of the challenges are skills mismatch, underemployment, and the improvement of the skills of workers, which includes promoting the use of digital technology, particularly in the sector of micro, small, and medium enterprises.

Moreover, the law covers the creation of a Trabaho para sa Bayan inter-agency council headed by the director general of the National Economic and Development Authority (NEDA).

The co-chairs are the secretaries from the Department of Trade and Industry (DTI) and the Department of Labor and Employment (DOLE), as well as the representatives of various government agencies and other sectors.

Also, a comprehensive analysis will be conducted for the employment status and labor market in the Philippines that will secure effective utilization of resources, harmonizing and complementing all government efforts.

The council will also assist local government units with regards to planning, devising, and imposing employment generation and recovery plans and programs within the localities to make sure that they are aligned with the signed act.
