De Luna's spot promotion was recommended by Interior Secretary Benjamin 'Benhur”'Abalos Jr., saying that he showed what a police officer should be.
"Gusto ko hong magbigay pugay sa ating mga kapulisan, lalong lalo na yung mga nasa baba kamukha po nitong si De Luna, siya po ay isang kapitan. Isipin niyo kulang kulang halaga nito P13 billion, pero anong ginawa niya, hindi nagpatinag sa pera," Abalos said during the inspection of the P13.3 billion-seized drugs in Batangas.
"This is the testament to the good leadership of our chief PNP at ito ang sumasalamin sa PNP talagang pinagkakatiwalaan," he added.
De Luna said he and his men just did their job, and the successful operation was a result of their determination and dedication.
Meanwhile, President Ferdinand 'Bongbong' Marcos Marcos Jr., who led the inspection of seized illegal drugs, claimed that this is the biggest drug haul in a single operation in Philippine history.

According to Marcos, the spot operation is the right approach in the campaign against illegal drugs in the country.
"I would also like to point out that this is the biggest shipment of shabu na nahuli natin, but not one person died. Walang namatay, walang nagputukan, walang nasaktan. Inooperate naman natin ng dahan dahan," he told reporters.
"Para sa akin, 'yun dapat ang approach sa drug war. Ang mahalaga ay matigil natin ang pagship ng mga drugs dito sa pagpasok sa Pilipinas," the Chief Executive added.
Based on a police report, the illegal drug was found in a silver van bearing plate number CBM 5060, driven by Ajalon Michael Zarate, 47, who is now under police custody.
