The Presidential Anti-Organized Crime Commission (PAOCC) believes that dismissed Bamban, Tarlac Mayor Alice Guo may have sought help from government officials to plan her alleged 'escape' from the Philippines.

"Tatapatin namin kayo, napakahirap talaga [ma-locate si Alice Guo]. Tama ang sinasabi ng ating Pangulo na imposibleng walang tumulong dito," PAOCC Spokesperson Winston Casio said during an exclusive interview with DZRH for Dos Por Dos on Thursday.

"Ang panawagan namin maging sa komisyon at ahensyang kasama sa task group ay magsagawa ng thorough investigation. We cannot rule out na may tumulong dito na taong gobyerno," he added.

Casio mentioned that PAOCC finds it hard to determine pinpoint and narrow down the exact location where Alice Guo or Guo Hua Ping exited, citing that she did not go through proper immigration procedures.

Before Guo's reported departure date, the PAOCC received intel about the dismissed mayor's whereabouts. Allegedly, she was at a private resort in Zambales on July 14.

PAOCC arrived at the location before July 14, but Guo was no longer present. They only found Chinese and Filipino nationals.

"Lahat ng mga sightings sa kaniya nitong mga nakaraang buwan ay nasa private resorts. Very feasible ang mga argumento na talagang lumabas ng Pilipinas sa lugar na walang immigration authorities," Casio said.

Additionally, based on the information they received from their counterparts in Bali, Indonesia, indicated that she arrived early in the morning on July 18. It is very feasible that the sighting on July 14 was accurate and that she left the Philippines on July 16.

Casio mentioned that Guo first landed in Denpasar upon fleeing the country, then transferred to Kuala Lumpur, and subsequently moved to Singapore, where she stayed until August 18. It was only on Sunday that she flew to Batam, Indonesia.

They have not ruled out the possibility that she may have exited via sea, as the resorts where sightings were reported are very accessible for departures from the Philippines.

"Parang taken out from the movie script ito," said Casio.

Casio mentioned that prosecutors from PAOCC's task group took Galicia’s statement and then brought him to the Department of Justice (DOJ). He shared that Galicia maintains his stand that Guo personally visited his law firm in San Jose del Monte, Bulacan to get her counter-affidavit notarized.

"Pero the document of the immigration records of the ASEAN countries cannot be discounted. Tatlong bansa 'yan," Casio reiterated.

"Malakas na malakas ang aming paniwala na wala na talaga siya [Alice Guo] sa Pilipinas," he added.

Casio described Guo's repeated travel in and out of the country as a major setback for the government.

"Parang may mga taong mas mataas pa sa gobyerno na tumulong sa kaniya rito," said Casio.

PAOCC Spokesperson reported that Guo doesn't hold a Chinese passport.

"According to our counterpart, she has lost or lost the right to use the passport once she opted to take the Filipino nationality," Casio mentioned.

"Problema na namin Mayo pa lang, if we would be able to cancel the passport na sinisimulan na ang proseso ngayon, she become stateless," he added.

PAOCC vowed for continuous monitoring and coordination with foreign counterparts in order to deal with the situation.
