Authorities' move was made following the involvement of the Bamban Mayor in the raided illegal Philippine Offshore Gaming Operators (POGO) in her town.
Aside from Guo, the complainants also included Dennis Cunanan who is the representative of the raided Zun Yuan Technology Inc., the POGO located in Bamban.
Thirteen individuals who were officers and incorporators of Hong Sheng, Zun Yuan Technology Inc., and Baofu Land Development were also included in the complaint.
According to DOJ Usec. Nicholas Ty, who also heads the Inter-Agency Council Against Trafficking (IACAT), they gathered enough evidence to file a complaint against Guo and his accomplices.
Ty believes after the complaint is filed, Guo will not try to leave the country, especially since she is a public official, and should obtain a travel authority first.
