Makabayan bloc seeks P750 minimum wage for workers in private sectors

Makabayan bloc lawmakers on Monday filed a measure that seeks to set the minimum wage of workers and employees in the private sector to Php 750.

House Bill No. 7568 was introduced and filed by Gabriela Women's Party Rep. Arlene Brosas, ACT Teachers Partylist Rep. France Castro, and Kabataan Partylist Rep. Raoul Danniel Manuel.

Under the measure, the lawmakers said the Php 750 minimum wage shall apply to every private sector employee and worker, whether they are working in the sectors of agricultural, non-agricultural, plantation-based, or non-plantation-based, Special Economic Zones (SEZs), and Freeport Zones.

Workers employed in licensed job contractors, manpower agencies, and other analogous entitles are also included.

The proposed increase shall be implemented nationwide.

The Makabayan solons also noted that employers shall pay the Php 750 minimum wage fee to their workers and employers, regardless of their position, designation, or status, and irrespective of the method by which their wages are being paid.

"Nothing in this Act shall be construed to reduce any existing wage rates, allowances, and benefits of any form under existing laws, decrees, issuances, executive orders, and/or any contract or agreement between the workers and employers," they said.

A corresponding penalty fine and imprisonment of three to five years shall be imposed against "any person, corporation, trust, firm, partnership, association, entity which refuses or fails to pay their workers the mandated across-the-board wage increase set."

Once HB 7568 was passed, the Department of Labor and Employment (DOLE) Secretary shall carry out the Implementing Rules and Regulations.
