National Unity Party (NUP) Chairperson Rep. Ronaldo "Ronnie" Puno held a press conference on Monday, September 15, to address the filing of an ethics complaint against Cavite 4th District Representative Francisco "Kiko" Barzaga.

Puno explained that the NUP would file a motion to refer the issue concerning Barzaga to the House Ethics Committee, as there are several concerns regarding the lawmaker's behavior in Congress that require clarification. He outlined specific points where violations were believed to have occurred:

  • A violation of the House Code of Conduct, specifically Rule 20, Section 141, which requires members to act in a manner that reflects creditably on the House.
  • A breach of Republic Act 6713, also known as the Code of Conduct and Ethical Standards for Public Officials and Employees, by engaging in acts contrary to law, good morals, customs, and public policy.
  • Unethical conduct that potentially violates Article 142 of the Revised Penal Code, which pertains to inciting seditious activity.
  • Conduct deemed prejudicial to the best interest of the service and unbecoming of a member of Congress.

Puno emphasized that these alleged actions raise serious questions about the representative's conduct as a lawmaker.

He then presented several social media posts by Barzaga containing obscene and abusive content and language, which included attacks against fellow officials and undermined public trust in government institutions.

Puno emphasized that their party is doing its best to earn and maintain the trust of the Filipino people. He expressed concern that incidents like Barzaga’s alleged actions serve as distractions and mislead the public with improper behavior and misinformation.

He clarified that their intention is not to target or go after Barzaga personally. In fact, he noted that even House Speaker Martin Romualdez has discouraged them from pursuing this course of action. However, Puno stressed that they feel a strong sense of responsibility and accountability for what has transpired, which is why they are pushing forward with the ethics complaint.

The 27-year-old Barzaga is the son of the late former Congressman Elpidio Barzaga and Jenny Barzaga, the current mayor of Dasmariñas, Cavite.

Meanwhile, while the House Ethics Committee hears the complaint against Barzaga, he is still free to enter the House of Representatives and attend its sessions.
