The National Telecommunications Commission (NTC) has developed and soft-launched the Online Processing System with Digital Payment System (OPS-DPS) Project, an automated platform for licensing and permitting processes.
The project is in line with President Ferdinand "Bongbong" Marcos Jr.’s directive to ramp up measures to digitalize government processes to ensure efficient and fast delivery of services.
The OPS-DPS Project aims to streamline and expedite the processing and issuance of licenses, permits, certificates, authorizations, and clearances for telecommunications and internet infrastructure.
The soft launch was held recently at NTC Multi-Purpose Hall, demonstrated by Htech Corp., the system provider, together with representatives of Globe Telecom Inc. (Globe) and NTC staff coming from the Networks & Facilities Division (NFD) of the Regulation Branch (RB) and concerned delivery units of the Commission on online filing or submission of applications, evaluation or processing, payment of fees, and issuance of a new Permit to Purchase.
Through the system's pilot implementation in the licensing management of the NFD and the Services & Interconnection Division (SID) of the NTC's RB, the majority of the external services provided by the NFD and SID, as listed in the NTC Citizen's Charter and posted on the NTC website (https://ntc.gov.ph/citizens-charter-3), will be made accessible to the general public.
The project's DPS component is scheduled to go live sometime in September in anticipation of the official launch of the OPS-DPS system in October 2023.
Representatives from Converge ICT, Dito, Easycall, GCash, Globe, Huawei, Infinivan, Maya, PT&T, and Smart-PLDT were present for the soft launch event.
