

The National Security Council (NSC) denied the authenticity of a memorandum circulating on social media, which allegedly claims that the United States is proposing for the fast-tracked impeachment of Vice President Sara Duterte.
In an official statement on Wednesday, the NSC reiterated that the memo dated April 18 is baseless and reportedly bears an incorrect barcode.
“The alleged Memorandum of the National Security Adviser circulating in social media dated April 18, 2025 about the call between NSA Año and US NSA Mike Waltz is fake and a clear fabrication,” the statement read.
“There is no such document from the NSA submitted to the Office of the President on April 18, 2025. There is no record of such document in the files of the National Security Council nor with the Office of the Executive Secretary. The barcode on the fake document corresponds to another document and was maliciously transferred to it,” it added.
The alleged fake document contains the signature of National Security Adviser Eduardo Año, supposedly informing President Ferdinand Marcos Jr. about his conversation with his U.S. counterpart, Mike Waltz.
Furthermore, the memo allegedly claims that U.S. official Mike Waltz recommended the immediate removal of the Vice President, citing her as an obstacle to strategic cooperation, particularly amid tensions in the West Philippine Sea.
However, the NSC clarified that Año personally reported his April 11 phone call with Waltz to Marcos on April 13, a conversation that was also shared with the defense and security media on April 12.
The NSC maintained that the United States has never interfered in Manila’s domestic affairs.
"For the record, the US has not involved itself in the domestic affairs nor in political matters of the Philippines and we will never allow such to happen,” they added.
The Council is now coordinating with the PNP Anti-Cybercrime Group, the National Bureau of Investigation (NBI), and the Department of Information and Communications Technology (DICT) to identify and file criminal charges against those behind the fake memo.
