A volunteer from a non-government organization (NGO) has defeated the former mayor of Lagonoy Cam Sur in a barangay election, competing for the position of barangay chairman.
According to Ruel Saldico's report during DZRH Balansyado on Tuesday, George Osea Garde Jr., 39, a volunteer of an NGO, still can't believe that he won the position of SK Chairman in Barangay San Rafael, Lagonoy, Camarines Sur.

Osea has just defeated the three-term former mayor of Lagonoy, Delfin Jun Pilapil.
Garde said that he's been an NGO volunteer for 15 years and has been helping his community until he finally decided to run as a barangay chairman, regardless of his opposition.
The newly elected chairman thanked his fellow ka-barangay for their support despite his "simplicity" as a volunteer.
Garde noted that even though he is out of politics, he will still win as helping his ka-barangay is in his vision.
