

The National Capital Region Police Office (NCRPO) has issued an official statement on the alleged abduction of a Chinese national in San Antonio, Pasig City, clarifying that the incident stemmed from a joint operation led by the Bureau of Immigration (BI) and the Intelligence Service of the Armed Forces of the Philippines (ISAFP), not by unidentified armed men as initially reported.
According to NCRPO, the incident took place around 7:10 p.m. on April 24, 2025, along Amethyst Street in Barangay San Antonio, involving around ten individuals wearing camouflage uniforms and carrying long firearms aboard multiple vehicles.
"An investigation was immediately conducted by NCRPO on this initially reported abduction incident," the statement read.
After coordinating with other agencies, NCRPO said the BI confirmed that the operation was based on a Mission Order issued against a Chinese national for alleged violations of immigration laws. However, initial findings revealed several serious lapses.
"There were glaring operational lapses noted in the supposed operation," NCRPO said, emphasizing that the coordination made "was not in accordance with the standard and prescribed procedures."
The NCRPO further revealed that excessive use of force was employed during the operation.
"Information also suggests that there was excessive use of force employed by the operatives during the operation when some of them indiscriminately and unjustifiably fired their guns in the process," the statement noted.
"There is evidence on the severity and impropriety on some of the actions made by operatives during the supposed operation," NCRPO added.
These findings will undergo further validation through a comprehensive investigation to be conducted by the Eastern Police District, in coordination with the BI and ISAFP.
The NCRPO also committed to investigating the possible negligence of PNP territorial units involved.
"Let this be very clear: NCRPO will not sit idly on this incident. The law applies to all and no one is above it," the agency stressed.
NCRPO assured the public that a thorough probe is ongoing.
"Should pieces of evidence warrant, we will file appropriate criminal charges against the erring personnel of our partner-agencies, following due process of law," it said.
The NCRPO also committed to working closely with other law enforcement agencies to review and improve existing protocols for better coordination in future operations.
NCRPO Spokesperson Maj. Hazel Asilo told DZRH that the Chinese national is now in the custody of the BI, and that his background and violations are still being verified.
