The National Capital Region Police Office (NCRPO) has banned all television sets from police station desk offices in Metro Manila after receiving reports that some police officers continuously ignore people in need.
Likewise, NCRPO director Major General Edgar Alan Okubo directed the police officers to stop using cellular phones to check text messages and check their accounts on Facebook and other social media platforms while on duty.
Okubo issued the directive based on the result of a secret operation where police intelligence operatives posed as civilians looking for assistance from desk officers, who were slow to react.
According to Okubo, the desk officers "did not pay attention" to the operatives and "did not want to be disturbed" while watching television.
Okubo stated that police personnel can still watch television, but only in their stations' kitchens.
Meanwhile, if police officers are captured during surprise inspections, they face sanctions.
The same caution applies to police officers who are found using their cell phones to send personal text messages.

Okubo further explained that this is because police officers must be aware of their surroundings.
