

The National Bureau of Investigation (NBI) told lawmakers on Wednesday that a video showing Vice President Sara Duterte issuing threats against top officials in 2024 is authentic and has not been altered, as the House Committee on Justice continued hearings on impeachment complaints.
During the proceedings chaired by Rep. Gerville “Jinky Bitrics” Luistro of Batangas’ 2nd District, NBI agent John Mark Calilung said the agency verified that the footage was neither edited, spliced, nor generated using artificial intelligence (AI).
“Yes, your honor,” Calilung told the panel when asked if the agency could confirm the integrity of the video submitted as evidence.
The video purportedly shows Duterte making threats against President Ferdinand Marcos Jr., First Lady Liza Marcos and Leyte Rep. Martin Romualdez during a press conference on Nov. 23, 2024.
Calilung said the NBI coordinated with Meta to preserve the original URL containing the video. The agency received confirmation that the platform secured the content to prevent tampering.
Investigators also conducted a screen recording of the footage and traced its source to a livestream from an account associated with former presidential spokesperson Harry Roque, he said.
To ensure authenticity, the NBI performed a hash value calculation — a process that creates a unique digital fingerprint for a file. Any modification to the video would have resulted in a different hash value, Calilung explained.
The authenticated file was then stored in a secure device and formally submitted as evidence to the Department of Justice for preliminary investigation.
Lawyer Yentl Malicad earlier told the panel that, based on the NBI’s findings, the vice president’s actions may constitute grave threats. The NBI has filed three counts of grave threats and one count of inciting to sedition in connection with the case.
The House committee is continuing its hearings to determine whether the impeachment complaints will move forward to the Senate for trial.
