The National Bureau of Investigation (NBI) has filed cyber libel and related criminal charges before the Department of Justice (DOJ) against a former broadcast journalist and a YouTube personality for allegedly spreading false medical information about President Ferdinand "Bongbong" Marcos Jr.
In a statement, the NBI said its Cybercrime Division conducted a targeted cyber-surveillance operation in January 2026 that identified two primary sources of the alleged misinformation: Jay Sonza, who reportedly posted on his Meta-verified Facebook account, and Jeffrey Luces Celiz, also known as “Ka Eric Celiz,” whose YouTube channel has amassed nearly 10 million total views.
Investigators documented online posts on January 28 and 29 featuring what was presented as a CT-scan report alongside images of the president, raising questions about his “fitness for duty” and alleging a deterioration in his medical condition. Although some Facebook posts were later deleted or restricted, authorities said digital forensic methods allowed them to preserve screenshots and track the continued spread of the content through reposts and video commentary.
The NBI recommended charges for cyber libel under Section 4(c)(4) of Republic Act No. 10175, or the Cybercrime Prevention Act of 2012, as well as unlawful use of means of publication under Article 154 of the Revised Penal Code in relation to the same law.
NBI Director Angelito DLP. Magno underscored that while freedom of expression is protected, it does not excuse the dissemination of false or malicious information that may harm individuals or undermine public trust. He said the Bureau remains committed to monitoring the digital space to curb misinformation while upholding constitutional rights within the bounds of the law.
