

The National Bureau of Investigation–National Capital Region (NBI-NCR) arrested a man in Ermita, Manila, on August 13, 2025, for grave coercion following an entrapment operation.
Under the supervision of NBI-NCR Director Judge Jaime B. Santiago (Ret.), operatives coordinated with the victim, who helped facilitate the arrest.
The suspect, identified as Billy Rose R. Dela Cruz, was brought to the Manila Prosecutor’s Office for inquest proceedings. He faces charges for violating Republic Act 9995 (Anti-Photo and Video Voyeurism Act of 2009) in relation to the Cybercrime Prevention Act, Republic Act 9262 (Anti-Violence Against Women and Their Children Act of 2004), and Article 286 (Grave Coercion) of the Revised Penal Code.
The charges stem from a complaint alleging that Dela Cruz recorded sexual activity with the victim without her consent while they were in Macau. The victim said the suspect later sent the videos to her work colleagues, forcing her to resign from her job.
According to the NBI, Dela Cruz also threatened to send the explicit videos to the victim’s family and friends unless she met him for sexual intercourse. During the operation, authorities recovered an iPhone SE allegedly containing illicit material and were able to rescue the complainant from the hotel.
