National Security Council probes alleged ‘destabilization’ angle in ex-marines’ affidavit

The National Security Council (NSC) is looking into whether the public disclosure of alleged former Marines claiming to have served as “bagmen” for ex-Zaldy Co is part of a broader destabilization effort against the government.

In a statement issued on Thursday, February 26, National Security Adviser Eduardo Año categorically denied allegations contained in an unsigned affidavit purportedly executed by 18 former Marines. The affidavit claimed that large sums of money were delivered in paper bags and suitcases to several high-ranking officials, including a supposed meeting at the Polo Club townhouse.

Año rejected the claims as “malicious” and “fabricated,” stressing that he had never attended any such meeting nor received any package from the individuals mentioned, including former Speaker Martin Romualdez and former congressman Zaldy Co. He also said his legal team is prepared to pursue appropriate action and that authorities would conduct their own investigation into the timing and intent of the allegations.

The National Security Adviser noted that the emergence of the affidavit coincided with key political developments, including hearings related to the International Criminal Court (ICC), the EDSA anniversary, and a planned mass action dubbed “One Big Time,” raising concerns that the issue may be part of a coordinated attempt to undermine government institutions.

The controversy stems from a referral complaint filed before the Office of the Ombudsman by lawyer Levito Baligod on behalf of the 18 former military personnel. The complaint seeks an investigation into alleged violations of anti-graft laws involving the purported delivery of ₱805 billion to more than 30 officials and politicians.

The NSC urged the public to remain vigilant against misinformation and assured that the government would continue to uphold the rule of law while addressing legitimate concerns through proper legal channels.
