The National Citizens' Movement For Free Elections (NAMFREL) believes that a hybrid system will resolve the election problems of the Philippines.

The group suggests that the Commission on Elections (COMELEC) employ manual counting at the precinct level while using an automated system for the transmission, and canvassing of votes.

"Ang suggestion ko, habang nagbibilang manually, sabayan ng pagbibilang gamit ang laptop. Sabayan na may manual, may laptop," NAMFREL chairperson Gus Lagman explained on Friday, January 5, during DZRH's Magandang Umaga Pilipinas.

While the counting of votes will take longer in a hybrid system, NAMFREL believes that the proposal could address concerns regarding the transparency of the elections.
