RDC Reield Marine Services, Inc. (RDC), the shipping company responsible for the extensive oil spill in Oriental Mindoro, has faced a setback as the Maritime Industry Authority - National Capital Region (NCR) has decided to revoke their Certificate of Public Convenience.
In a statement made by the Department of Transportation (DOTr), the revocation, outlined in a Resolution dated 11 May 2023, stems from the discovery that RDC operated the mt Princess Empress, the vessel involved in the oil spill, without the necessary authorization.
In addition, the MARINA-NCR is actively investigating Orient Registry Shipping Incorporated, Navis Engineering and Marine Services, and Reyeld Townsite Shipyard Corp. due to initial findings suggesting non-compliance with approved standards and relevant MARINA circulars.
The DOTr is also directing its attention toward the potential liability of personnel from the relevant maritime authorities regarding the sinking of the "Princess Empress."
Concerns have been raised regarding the seaworthiness of the vessel, especially considering it was able to embark on at least 17 voyages despite lacking authorization before ultimately sinking on 28 February 2023.
DOTr Secretary Jaime Bautista emphasized the importance of accountability in this situation,
"We have had sinkings before but no one has been held to account. This time all parties, whether private or public, will be held accountable. There will be no exception," said the secretary.
"Our policy is zero tolerance to shortcuts, official negligence, and disregard of rules. The rule of law, good governance and best practices must prevail throughout the department and its agencies," he added.
