MMDA OKs temporary ticketing authority for traffic enforcers

The Metropolitan Manila Development Authority (MMDA) on Tuesday, March 12, allowed temporary ticketing authority for traffic enforcers in Metro Manila.

This came after the Supreme Court ruled that MMDA has jurisdiction over traffic regulation, prohibiting local government units (LGUs) in the National Capital Region from issuing violation tickets.

“We have agreed to give local traffic enforcers in Metro Manila provisional authority for now to prevent anarchy on the roads,” MMDA chief Romando Artes said.

According to the MMDA, every LGU must submit a compilation of traffic enforcers who are authorized to issue violation tickets. The said personnel will be given provisional deputization by the agency until December 31, 2024.

“Our immediate solution is provisional deputization of the traffic enforcers subject to the compliance to MMDA’s requirements and qualifications,” he added.

Metro Manila LGUs were also told to submit a file listing traffic violations which will be included in the amendment of the 2023 Metro Manila Traffic Code.

The MMDA chief maintained that the agency would not file a motion for reconsideration to the High Tribunal based on the advice of their counsel, the Office of the Solicitor General.

Deputized traffic enforcers will be identified through “DEPUTIZED BY THE MMDA” markings to let motorists know that they are authorized to enforce traffic rules and regulations, San Juan City Mayor Francis Zamora said.

The directive came after MMDA received reports of erring motorists refusing to abide by local traffic enforcers, claiming that the higher court removed the latter’s jurisdiction over traffic rules.

“If traffic enforcers do not enforce the law, we will see violations everywhere, which we want to prevent from happening,” Zamora added.
