The General Manager of Manila International Airport Authority (MIAA) Cesar Chiong and its assistant Irene Montalbo will not be allowed to work in any government offices as the Office of the Ombudsman already signed the resolution restricting them from public service.
It was learned that Ombudsman Samuel Martires signed the resolution of the investigation and prosecution officers Clarisa Tejada and Gretchen Duran, acting director-PIAB-A Bonifacio Mandrilla and officer in charge, PAMO II Medwin Dizon dated August 4, and confirmed that Chiong and Montalbo violated the Anti-Graft and Corrupt Practices Act and charges of Abuse of Authority, 'conduct prejudicial to the best interest of the service.'
The case began after Chiong and Montalbo agreed on the 'reassignment' of 285 employees of MIAA since they chaired on July 19, 2022.
In April, the Ombudsman suspended the two officials for six months due to grave abuse of authority and misconduct which came from an anonymous complaint from MIAA officials.
“In the event that the penalty of dismissal can no longer be enforced due to (Chiong’s) separation from the service, the same shall be converted into a fine in the amount equivalent to the respondent’s salary for one year payable to the Office of the Ombudsman, and may be deductible from respondent’s retirement benefits, accrued leave credits, or any receivable from his/her office,” the decision said.
The Ombudsman also instructs the Department of Transportation to implement its decision and submit a 'compliance report' within five days of receiving the office's decision.
