Alleged messages between President Ferdinand “Bongbong” Marcos Jr. and former Presidential Legislative Liaison Office (PLLO) Usec. Adrian Bersamin concerning supposed kickbacks from flood control projects have been shown to several lawmakers, ACT Teachers Party-list Representative Antonio Tinio revealed on Wednesday.

In a press conference, Tinio said Batangas 1st District Representative Leandro Leviste presented the alleged exchanges to him and other members of the House of Representatives, including Caloocan Representative Edgar Erice.

"Si Adrian Versamin, nasa kanya yung mga deliveries ni Bernardo at direktang nire-report niya kay Pangulong Marcos. At ang sinasabi nga, merong mga exchanges of communications between Usec Bersamin and the President," Tino said.

The messages supposedly detail cash “deliveries” linked to flood control projects.

The disclosure comes despite the House of Representatives having already dismissed two impeachment complaints filed against Marcos. The Makabayan bloc, which endorsed the second complaint, said it is continuing to review possible evidence related to the allegations.

Tinio claimed the messages show direct communication between the President and Bersamin, whom he described as allegedly acting as a “personal runner” or “bagman.”

“Mga komunikasyon sa pagitan mismo ng Pangulo at saka ni Undersecretary Adrian Bersamin. Ang lumalabas talaga ay siya yung personal runner, ibig sabihin utusan, bagman,” Tinio said.

Tinio read portions of what he described as text messages dated between December 2024 and July 2025. In one alleged exchange, Bersamin reportedly informed the President that “complete na po ang P7.122 billion deliveries” and mentioned a cash delivery amounting to P2 billion to be brought to “Narra residents.”

According to Tinio, the President allegedly responded, “Sasabihan ko si Jun Barris,” and in another instance replied “OK” to a reported delivery.

Tinio said the messages could be correlated with a previous statement by former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo in a Senate Blue Ribbon Committee hearing, who testified that in March he completed several cash deliveries, including one amounting to around P2 billion transported in an armored van.

Tinio also cited claims of an alleged P8 billion delivery that was supposedly acknowledged by the President.

Leviste identified as "source" of text messages

Tinio clarified that Representative Leviste was among the sources of the alleged text messages and had voluntarily offered the information to members of the Makabayan bloc.

“It’s better for example Congressman Leviste be the one [to speak], because he can explain the provenance of these records. Siya ang mas makakapagpaliwanag kung paano napasakamay niya ang mga records na ito,” Tinio said.

Leviste, for his part, said in a social media post that the public should watch the statements of Tinio and Erice regarding the issue. He has yet to publicly release the full records of the alleged messages or explain how they were obtained.

Tinio added that some local government officials are also aware of the purported exchanges.

Bersamin had earlier been implicated by former Ako-Bicol Party-list Representative Zaldy Co, who claimed that the President had allegedly sought the insertion of P100 billion into the national budget.

Co also alleged that Bersamin provided him with a list of projects supposedly endorsed by the President.

The Palace, however maintained that the accusations form part of efforts by certain groups to oust the President and reiterated that there is no truth to claims linking him to any kickback scheme involving flood control projects.
