The Marikina local government has elevated the alert status of Marikina River to third alarm due to heavy rainfall from Typhoon Carina and the enhanced southwest monsoon or habagat.

According to the latest monitoring by Marikina City Rescue 161, the river's water level reached 18.7 meters as of 11:18 a.m., necessitating the "forced evacuation" of residents in low-lying areas.

The first alarm was raised at 5:30 a.m. when the water level reached 15 meters, followed by the second alarm at 6:45 a.m. as it climbed to 16 meters.
Earlier, the PAGASA issued a red rainfall alert over Metro Manila at 5 a.m., warning of severe flooding.
Typhoon Carina has intensified further as it tracks toward Taiwan, according to the weather bureau.
