Local officials raised the first alarm in the Marikina River as its water level breached over 15 meters above sea level amidst heavy-pouring rain brought by the southwest monsoon, enhanced by Super Typhoon Goring and Severe Tropical Storm Hanna.

According to the Marikina Public Information Office (PIO), the water level in Marikina rivers is at 15.7 meters as of 8 AM.

A one-minute siren was rung to indicate the first alarm.

Marikina PIO said all floodgates leading to the Manggahan floodway are now open.

Citing data from the Metro Manila Development Authority (MMDA), Marikina PIO said a total of 16 millimeters (mm) of rainfall volume was recorded.

The following is the breakdown of the rainfall volume:

  • Campana - 2 mm
  • Bosoboso - 3 mm
  • Aries - 3 mm
  • Oro - 3 mm
  • Nangka - 5 mm

Under the first alarm, residents are advised to prepare for evacuation.

At 5:57 AM, the state weather bureau issued an orange rainfall warning in Metro Manila, Bataan, and Zambales.

PAGASA warned the public against heavy rain, flooding, and possible landslides.

The Marikina local government (LGU) has already declared class suspension in private and public schools in the city.
