

The Commission on Elections (Comelec) en banc has granted the consolidated motions for reconsideration of former Marikina City Mayor Marcelino “Marcy” Teodoro, allowing his proclamation as the duly elected Marikina City’s 1st District Representative in the recent 2025 national and local elections.
In a 36-paged resolution dated on June 25, 2025, the Comelec ‘reversed and set aside’ the December 11, 2024 ruling of its First Division, which had earlier ordered the cancellation of Teodoro’s Certificate of Candidacy (COC) due to alleged issues on residency.
“Finally, the Certificate of Candidacy of herein RESPONDENT MARCELINO “MARCY” R. TEODORO for Member of the House of Representatives, 1st District, Marikina City in the 12 May 2025 National and Local Elections is hereby REINSTATED,” the resolution reads.
The Commission emphasized the constitutional importance of residency in public office but noted that it was not an issue in Teodoro’s case.
“Being a previous representative of the 1st District for three (3) consecutive terms, Respondent is clearly a person who is aware and has knowledge of the needs, difficulties, aspirations, potentials for growth and development, and all matters vital to the common welfare of the constituents of the 1st District, Marikina City,” the ruling reads.
The case stemmed from petitions filed by Leighrich James Estanislao and Senator Aquilino “Koko” Pimentel III, alleging that Teodoro committed material misrepresentation about his residency qualifications.
“We find that Petitioners failed to discharge their burden of proving that Respondent committed material misrepresentation under Section 74 in relation to Section 78 of the OEC,” the Commission stated.
The ruling reinstates Teodoro’s COC and allows the continuation of his proclamation as representative.
The en banc vote was 4-0-3, with three commissioners taking no part in the decision.
Teodoro won with 75,062 votes against Pimentel’s 29,091.
However, his proclamation was initially suspended due to pending disqualification cases before the Comelec.
