

Former Marikina City Mayor Marcelino "Marcy" Teodoro was officially proclaimed on Tuesday, July 1, as the duly elected representative of the city’s first district, following a final and executory decision by the Commission on Elections (Comelec) en banc lifting the earlier suspension of his proclamation.
Shortly after his proclamation, Teodoro immediately proceeded to the Marikina City Hall of Justice, where he took his oath before Regional Trial Court (RTC) branch 273 Presiding Judge Romeo Dizon Tagra.
The Comelec en banc issued a certificate of finality affirming Teodoro’s victory, effectively dismissing a previous petition for his disqualification and nullifying the hold order on his proclamation.
With the Comelec en banc ruling in his favor, Teodoro returns to national legislative work after completing his three consecutive terms as mayor of Marikina.
Now officially part of the incoming 20th Congress, Teodoro laid out some of his key legislative priorities, including the passage of a Magna Carta for health workers, amendments to laws supporting small and medium enterprises, and programs focused on education, livelihood, and public health.
