On Friday, President Ferdinand Marcos Jr. enacted the Academic Recovery and Accessible Learning (ARAL) Program, designed to tackle the pressing learning crisis in the Philippines by offering free and targeted academic support in reading, mathematics, and science for students in Kindergarten through Grade 10 who are facing challenges.

With the implementation of the newly signed law, all children will have access to structured tutoring, personalized guidance, and customized learning facilitated by educators.

“The success of the ARAL Program hinges upon the active participation of the teachers, the tutors, the parents and guardians, local government units, national government agencies, and, of course, the private sector,” said Marcos in his speech following the signing of the ARAL Law.

Marcos called on teachers and program tutors to interact with students with empathy, educate them impartially, and support them with compassion, as they hold the promise of a better future that all strive to attain.

He then highlighted that the responsibilities of teachers and program tutors encompass not only educating learners but also inspiring and driving innovation.

"To parents and guardians, I encourage you to maintain open lines of communication with your children’s tutors. Monitor your child’s progress and extend to them the support they need to succeed in life,” Marcos said.

He urged Local Government Units (LGUs) to play a role in cultivating a safe and supportive environment for in-person tutorials.

He encouraged them to partner with the national government in promoting the program by recruiting potential tutors, referring qualified candidates, and motivating parents to involve their children in this effort.

Marcos emphasized that no material possessions can compare to the value of education, which shapes one’s ability to confront life’s challenges and serve the nation with integrity.

In accordance with the existing policies of the Department of Education (DepEd), the ARAL Program will foster holistic development in learners by reinforcing their academic foundations and improving their resilience in overcoming adversity.
