President Ferdinand &lsquo;Bongbong&rsquo; Marcos Jr. said on Friday that he will soon issue a new executive on the Mandanas ruling, to clearly define the devolution of functions between local government and national government, by the end of the year.
Speaking to the members of the League of Provinces of the Philippines (LPP) during their 4th general assembly, Marcos said he delayed the issuance of the order, which was previously crafted by the Duterte administration, due to the unclear devolution of functions.&nbsp;
&ldquo;And when you do the numbers, &lsquo;pag talagang tiningnan mo lalong-lalo na sa fourth, fifth, sixth class, lugi pa sila,&rdquo; he added.
Marcos noted that the new EO will direct the devolution of certain functions of the executive branch to the local government units.
&ldquo;Pero ang kaibahan dito, &lsquo;yung pag-devolve ng function may kasabay na item, may kasabay na funding, may kasabay na training. So, we are trying to get around that,&rdquo; he added.
The Mandanas ruling was issued by the Supreme Court (SC) in July 2018 and became final and executory in April 2019.&nbsp;
Under the ruling, the shares of all local government units (LGUs) will not be &ldquo;based solely on national internal revenue taxes but on all national taxes.&rdquo;
