President Ferdinand 'Bongbong' Marcos Jr. has issued an executive order (EO) approving the implementation of the National Security Policy (NSP) 2023-2028.
The NSP 2023-2028 aims to improve the security sector governance in a bid to address national security through a guided and comprehensive approach.
"To ensure the successful implementation of the NSP 2023-2028, there is a need to align all national security-related strategies as well as the plans and programs of all national government agencies (NGAs) and instrumentalities, including government-owned or controlled corporations, and local government units (LGUs) with the NSP 2023-2028," EO No. 37, dated August 10 and released on August 12, reads.
With this approval, all NGAs, GOCCs, and LGUs are mandated to adopt the NSP 2023-2028 in the formation and implementation of their security-related strategies and programs.
Likewise, all NGAs, GOCCs, and LGUs are directed to encourage all sectors in their areas to participate in the implementation of the national security policy.
Meanwhile, the National Security Council (NSC) Secretariat is tasked to provide technical assistance and support to the aforementioned agencies in the creation of policies and strategies on national security.
The National Security Adviser (NSA) is tapped to monitor the NSP 2023-2018 implementation, conduct periodic assessments and submit these to the President and to the NSC, as well as coordination with NGAs, GOCCs, and LGUs.
"The funds necessary for the implementation of this Order shall be charged against the current and available appropriations of concerned agencies, subject to pertinent budgeting, accounting, and auditing laws, rules, and regulations," the order reads.
The EO was signed by Executive Secretary Lucas Bersamin for the Chief Executive.
