

Manila City Mayor Honey Lacuna has signed two executive orders imposing a ban on the use and selling of firecrackers and alcoholic beverages in the City in line with the celebration of the Black Nazarene’s feast day.
Under Executive Order (EO) No. 2 dated January 5, Lacuna stated that the sale, distribution, and use of firecrackers and pyrotechnic devices are prohibited on January 8 and 9.
She said it is imperative to impose a ban in order "to preserve the solemnity of the occasion and avoid danger and injuries to the Black Nazarene devotees as well as to protect the physical structure within the area where the Black Nazarene will hold procession.”
The Manila City Mayor added that forbidding the use of firecrackers will prevent fire-related incidents.
Meanwhile, in EO No. 1, Lacuna imposed a two-day liquor ban within a 500-meter radius of the Quiapo Church in a bid to “promote peace and order” during the festivities.
"There is likewise a need for strict implementation of City Ordinance No. 5555 which prohibits the drinking of liquor and other alcoholic beverages in public places such as streets and alleys," she added.
The Manila Police District and other law enforcement officers are directed to "strictly implement" the orders.
This year’s Traslacion or the transfer of the image of the Black Nazarene will follow the 2020 route, which will begin at the Quirino Grandstand to Quiapo Church.
The traditional “Pahalik” began on Saturday, January 6, at the Grandstand, and thousands of devotees had come early to see the sacred image.
