The Malacañan Palace has released a memorandum order that strengthens the guidelines of filing requests for presidential proclamations declaring certain days as special non-working days or holidays.

Under Memorandum Order No. 20, it was said that all special non-working holiday or holiday requests must be filed "no less than 30 days before the special days, or event sought to be covered by the proclamation."

A request could be denied or received without any action if it is not filed within the required period.

"All such requests for the issuance of the Presidential Proclamations declaring special non-working days or holidays shall be filed with the Office of the President or the Office of the Executive Secretary," the memorandum reads.

The request process will be processed by the Office of the Deputy Secretary for Legal Affairs.

The said memo was signed by Executive Secretary Lucas Bersamin on February 27 but a copy was published on Presidential Communications Office's official website on February 29.
