The leaders of political parties in the House of Representatives have announced their decision to reallocate the confidential and intelligence funds (CIF) for 2024 to the Philippine Coast Guard (PCG) and three other intelligence and surveilance agencies.
In a joint statement released on Wednesday, the House leaders said they unanimously agreed to also reallocate the CIFs to National Intelligence Coordinating Agency (NICA), National Security Council (NSC), and the Bureau of Fisheries and Aquatic Resources (BFAR).
They said the "collective decision" was made due to China Coast Guard's (CCG) concerning installation of 300-meter-long floating barriers at the southeast of Bajo de Masinloc shoal.
"This action not only impedes the rights and livelihoods of our Filipino fishermen but also disrupts the prevailing atmosphere of regional peace and collaboration," the House leaders said.
They then extended their collective support to the PCG for its "swift and diplomatic actions in removing the barriers" placed by China.
"Recognizing the rising security threats in the West Philippine Sea and the need to secure top officials, these agencies are better positioned to counteract security threats, protect our territorial waters, and secure the rights and access of Filipino fishermen to traditional fishing grounds," the lawmakers said.
THe House leaders furthered that the reallocation likewise underscores "the need to ensure that resource allocation alligns with national priorities and urgent needs of the citizenry," and reflects their "committement to a budget that is balanced, equitable, and serves the true needs and aspiration of the Filipino people.
The joint statement was penned and signed by House Representatives Jose Aquino II, Michael Duavit, Johnny Pimentel, Eleanadro Madrona, and Lray Villafuerte.
