The Land Transportation Office (LTO) has suspended for 90 days the driver’s license of social media personality Norman Mangusin, also known as Francis Leo Marcos, following multiple traffic violations.

In a now-deleted video posted on Mangusin Facebook account, he was earlier seen driving a Ford Expedition while using a fake license plate, not wearing a seatbelt, and using a mobile phone, violations that the LTO said constitute "distracted driving and endanger other motorists."

In a statement posted on its official social media page, the agency stressed that these offenses are serious and warrant administrative action.

LTO Chief Assistant Secretary Markus V. Lacanilao has ordered Mangusin to appear before the LTO–Intelligence and Investigation Division (IID) in East Avenue, Quezon City, and to submit a verified explanation on why he should not be held administratively liable.

“Kailangan niyang magsumite ng verified comment/explanation upang ipaliwanag kung bakit hindi siya dapat patawan ng mga kasong paglabag sa Failure to Attach Authorized Motor Vehicle License Plate, Mandatory Use of Seatbelt, Distracted Driving, Reckless Driving, at Improper Person to Operate a Motor Vehicle,” the LTO said.

Aside from the preventive suspension of his driver’s license, the Ford Expedition seen in the video has also been placed on alarm.

Mangusin is required to present the vehicle at the LTO Motor Vehicle Inspection Facility for a complete roadworthiness evaluation.

Lacanilao warned that failure to appear or submit a written explanation will be considered a waiver of Mangusin’s right to be heard, and the agency will resolve the case based on the evidence on record.
